However, seeing as this is extracted from a fanon wikia, and no such character appears in the proper Nanoha wikia, this girl is more likely an OC character.

Lol this character is just a fan-made drawn by some Koraen illustrator (According to SC3VDMARKET) so yeah it's a OC character.
Side note, I'm the one who created that fanon page for my "NANOHA Allstar" fanon page lol.
